# The Two Adoption Gaps

**When to use:** Working out which gap a stalled workflow is actually in.

1. **Licences are not adoption** - Tools bought and provisioned, behaviour unchanged. Idle seats show up in a spend report, which is why this gap gets noticed.
2. **Adoption is not transformation** - Real tools, real skill, real usage - and the work is much as it was. This gap hides behind good news.

> **Both sides can show green:** Usage rose and somebody built something impressive. Worth having, and not yet what you were asked to deliver.
